the Gibson Street right-of-way through a 60 foot strip of County property that Mr. Kirrie <br />proposes to obtain from the County through a swap for a comparable amount of acreage <br />from the fifteen acre Kirrie tract. Specifically, the Kirrie proposal involved: <br />• Kirrie providing the County with %z acre from the southerly end of the fifteen <br />acre tract (south % acre of Lots 27 and 28) in exchange for the County <br />providing Kirrie with a 60 foot strip across Lot 20 from the Gibson Street <br />right-of-way to the fifteen acre tract. <br />• <br />Kirrie constructing Gibson Street from its current terminus to the proposed 60 <br />foot strip (approximately 700 feet). <br />• Indian River County and City of Sebastian modifying the ITP/HCP and <br />obtaining FWS approval of the modification. <br />Subsequent to the January 15, 2002 Board meeting, staff met with Mr. Kirrie to obtain <br />additional infoiiiration regarding his proposal and proposed project. Based on that <br />meeting, staff deteiniined that other components of the proposal involved: <br />• Indian River County conducting due diligence activities (survey, <br />environmental audit, and title search) for both swap properties. <br />• Indian River County coordinating with FCT to obtain authorization to swap <br />property acquired with FCT cost share funds <br />• Indian River County preparing deeds for the property swap. <br />• Kirrie developing site initially for styrofoam plant. Mr. Kirrie declined to <br />provide information regarding building square footage, number of employees, <br />or employee salaries. <br />ANALYSIS: <br />Consistent with the Board's directive that staff analyze the Kirrie proposal and report <br />back to the Board with a recommendation, staff assessed the anticipated effects of <br />implementing the proposal. Specifically, staff looked at expected environmental impacts, <br />land use considerations, infrastructure needs, and other characteristics of the proposal. <br />• Environmental Impacts <br />If implemented, the Kill ie proposal will impact environmental resources on <br />property currently owned by the County. Those impacts will occur to both <br />wetlands and uplands. Map 3 (Attachment 4) depicts natural communities in the <br />NSCA with swap and claimed properties shown <br />The wetland impacts will occur with the Gibson Street improvements. Currently, <br />Gibson Street is a grassed trail from the tetiuinus of the paved road at 79th Street <br />onto the conservation area. Wetlands exist on both sides and within the right-of- <br />way for the entire 700 foot segment where Kirrie proposes to construct a roadway <br />meeting County standards. <br />Given the standard County rural road cross section, construction of Gibson Street <br />for the 700 foot distance reflected by the Kirrie proposal will impact at least 60 <br />feet of the 100 foot right-of-way width. The 60 feet will consist of a 20 foot wide <br />paved road five foot shoulders on each side, and fifteen foot drainage swales on <br />both sides.
