She thought it <br />could be very costly and that perhaps the developer is under -capitalized. <br />THE MOTION WAS WITHDRAWN by <br />Commissioner Macht. <br />ON MOTION by Commissioner Macht, <br />SECONDED by Commissioner Adams, the Board, <br />by a 3-2 vote (Commissioner Ginn and Chairman <br />Stanbridge opposed) agreed to finance the impact <br />fee for this low-cost housing project's road impact <br />fees and utility connection fees for 2 years at an <br />interest rate of 6%. <br />ON MOTION by Commissioner Macht, <br />SECONDED by Commissioner Adams, the Board <br />unanimously adopted a policy setting the minimum <br />interest rate on County financing equal to the <br />average interest rate on County Utility bonds of <br />5.75%, as recommended by staff. <br />11.G.1.
