SUPERVISOR OF ELECTIONS - SPACE NEEDS <br />(CONTINUED FROM MARCH 5, 2002 MH STING) <br />The Board reviewed a Memorandum of March 8, 2002: <br />Date: March 8, 2002 <br />To: The Honorable Board of County Commissioners <br />Thru: James E. Chandler, County Administrator <br />From. Thomas W. Frame, General Services Director <br />Subject: Detailed Costs for Space Comparisons <br />BACKGROUND <br />At the March 5th Board meeting, staff was requested to bring back to the board of County <br />Commissioners a more detailed analysis of cost associated with the placement of a modular <br />office for the needs of the Supervisor of Elections In addition, we were tasked to make a similar <br />comparison on the costs associated with the 43rd Avenue proposal. <br />Below is a table that compares the two facilities. The costs associated with each are based on <br />assumptions and are estimates meant to reflect the possible cost of utilizing each facility. The <br />assumptions may vary with each facility but should give a fairly accurate perspective of each <br />cost. <br />Relative to the 43`d Avenue facility, it assumes a cost of "build -out" at $150,000 for an 8,000 <br />square foot facility ($18.75 per square foot). The net cost after an allowance of $37,500 is <br />1112,500. That `build -out' could vary as low as 515.00 per square foot depending on the actual <br />layout and the type of work that needs to be accomplished. That would provide a range from <br />$112,500 down to $82,500. For the purpose of this comparison the higher amount of $112,500 <br />was selected. <br />The cost of bringing voice and data into the building is higher because of the need to jack and <br />bore under 43rd Ave. and the electronics necessary to fire up the fiber optics from that location <br />It is approximately $11,500 more than at the Administration building A 10% contingency was <br />added to the both proposals. <br />The Modular facility assumes a structure of approximately 9 800 square feet being located on a <br />grassed area in front of the current Administration building. The location would create a need of <br />33 additional parking spaces and appropriate stoup water attenuation. The improvements and site <br />plan approval process would require the preparation of plans by a registered engineer with <br />submittals to both the City of Vero Beach and the St Johns River Water Management District. <br />The costs of the modular are higher than originally reported but they are reflective of regulatory <br />and connection costs not originally identified. Impact fees for utilities and transportation are <br />major contributors to some of those higher figures. <br />MARCH 12, 2002 <br />-25- <br />n <br />111 le <br />
