If <br />DATE: March 4, 2002 <br />SUBJECT: Tri -Partners, L.L.C.'s Request for Special Exception Use Approval for a Self - <br />Service Storage Facility <br />[SP-SE-02-02-12/CDPLUS #93100126-29233] <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of March 12, 2002. <br />DESCRIPTION & CONDITIONS <br />Schulke, Bittle Stoddard, L.L.C. has submitted an application for special exception use approval <br />on behalf o f Tn-Partners, L L C to develop a portion of the subject site located at 445 27U Avenue SW <br />Currently, a one-story building that is being used for various commercial activities is located on the <br />eastern half of the subject site. The proposed self-service storage facility will be located on the western <br />half of the site. The subject site is zoned CL, Limited Commercial and has a C/I, <br />Commercial/Industrial land use designation. Special exception use approval is needed to constnict a <br />self-service storage facility in the CL zoning district <br />At its regular meeting of February 14, 2002, the Planning and Zoning Commission voted 6-0 to <br />recommend that the Board of County Commissioners approve the special exception use request with <br />the condition contained in the recommendation at the end of this report (please see attachment #4). <br />At this time, the Board of County Commissioners is to consider the request and is to approve, <br />approve with conditions, or deny the special exception use request for a self-service storage facility. <br />Pursuant to section 971.05 of the land development regulations (LDRs), the Board is to consider the <br />appropriateness of the requested use for the subject site and surrounding area. The Board may attach <br />reasonable conditions and safeguards necessary to mitigate impacts and to ensure compatibility of <br />the use with the surrounding area. <br />ANALYSIS <br />1. Project Site Area: 60,572 sq. ft. or 1.39 acres <br />2. Zoning Classification: CL, Limited Commercial <br />3. Land Use Designation: C/I, Commercial/Industrial <br />4. Building Area: Existing Commercial Building: 2,548 sq. ft. <br />Proposed Self -Service Storage Facility: 20,975 sq. ft. <br />Total: 23,523 sq. ft. <br />5. Open Space: Required: 25.0% <br />Proposed: 31.6% <br />6. Impervious Surface Area: Existing: 18,400 sq. ft. <br />Proposed: 22,364 sq. ft. <br />Total: 40,764 sq. ft. <br />7. Stormrvater Management: The preliminary stornrwater management plan has been <br />reviewed and approved by the Public Works Department. The proposed plan includes seven <br />dry retention areas that will retain and treat all stounwater runoff generated by the subject <br />site. Stoinrwater runoff will be directed to the retention areas via storm sewers.
