Chandler, County Administrator <br />THROUGH* John King, Director <br />Department of Eme <br />1 <br />ncy <br />ervices <br />FROM: Nathan McCollum, Emergency Management Coordinator <br />Department of Emergency Services <br />DATE: February 22, 2002 <br />SUBJECT: Acceptance of Federally Funded Subgrant Agreement and Approval of Core Processes, Inc. <br />to Provide Training. <br />As part of the county's overall disaster planning, the Emergency Management Division is required fo provide <br />adequate terrorism preparedness for all agencies. In 2000, a committee was formed utilizing the expertise of <br />all public safety agencies to identify needs and develop an adequate plan for terrorism. Part of the committee's <br />efforts was to obtain a grant which would provide adequate funding for terrorism training and education. <br />Emergency Management staff submitted an application to participate in the Federally Funded Subgrant with <br />the Department of Community Affairs/Division of Emergency Management. On February 12, 2002, we <br />received notice of application approval and acceptance ofthe scope of work. Although no capital or operating <br />purchases can be completed with this grant, it will provide funding for essential training of all county public <br />safety agencies. The scope of work consists of the following items agreed upon by the committee: <br />1. Review of current terrorism plans, SOP's, for adequate response and recovery. <br />2. Develop and perform a terrorism response incident command training workshop. <br />3. Develop and perform a terrorism awareness training model. <br />4. Conduct a multi -agency tabletop terrorism exercise. <br />5. Complete a final report on contract -related items. <br />The total amount provided in this Agreement is $50,000.00. This is a 100% funded grant and requires no <br />additional funds from Indian River County. All tasks must be completed by June 30, 2002. <br />The committee discussed the need for outside training if the county was approved for this grant. The <br />committee felt that professional terrorism trainers and exercisers would aid the public safety agencies in <br />identifying necessary response and recovery planning issues. Staffhas spoken with Core Processes, Inc. about <br />this project. Core Processes, Inc. is a nationally recognized terrorism training agency with previous contracts <br />with the State of Florida Division of Emergency Management and Flonda Department of Law Enforcement, <br />Highlands County, Charlotte County, Lee County and Pasco County. Staff is recommending approval of Core <br />Processes, Inc. for this project utilizing the Pasco County Request for Proposal (RFP 01039). <br />Staff has high confidence in the ability of Core Processes, Inc. to provide the services required in this <br />Agreement and our scope of work is consistent with the Pasco County RFP <br />March 19, 2002 <br />90 <br />
