3. Specifies and differentiates between the antenna/tower height exemption in non- <br />commercial/industrial districts (proposed to be 35') and commercial/industrial <br />districts (proposed to remain at 70 ) [pg. 18]. <br />4. Prohibits lattice type and guyed towers; allows only monopole, stealth, attachments, <br />and collocations (pp. 19 & 21). <br />5. In accordance with the chart on page 19: <br />a. Better delineates facility types by category (collocation, attached, <br />replacement, stealth, new non -stealth). <br />b. Tightens requirements in A-1 (Agricultural 1) zoned areas by requiring all <br />new non -stealth facilities to receive special exception approval. <br />c. Treats A-1 zoned properties within the Urban Service Area and in <br />specified areas west of the Urban Service Area the same as the RFD <br />(Rural Fringe Development) zoning district, thereby prohibiting new non - <br />stealth (e.g. monopole towers) facilities in those A-1 zoned areas. Such <br />A-1 areas are either designated for future residential use or located just <br />outside of the Urban Service Area and have been identified as having rural <br />"residential" characteristics. <br />6. Limits the height of all new wireless facilities to a maximum of 150' [pp. 21, 35]. <br />7. Establishes height regulations in proximity to private airstrips (e.g. Aerodrome, Fly -in <br />Ranches) not addressed by the county's existing airport zoning regulations which <br />apply to general aviation airports only (Vero Beach, Sebastian, New Hibiscus <br />airports) [pp. 24 & 25]. <br />8. For new non -stealth facilities: <br />a. Requires photo -simulations from vantage points on adjacent occupied <br />structures and roads, and mitigation of adverse effects on adjacent roads <br />and properties [pg. 27]. <br />b- For non -stealth facilities over 70 feet in height, requires specific <br />engineering analysis and certification that the proposed facility's coverage <br />or capacity cannot be achieved by another type of facility (e.g. collocation, <br />replacement tower, stealth facility) [pp. 27-29]. <br />9. Formats special regulations by facility type [pp.19-36]. <br />10. For new stealth facilities, requires PZC approval and requires photo -simulations from <br />vantage points at adjacent occupied structures and roads. Through presentation of <br />said photo simulations, an applicant must demonstrate that the placement, height, and <br />design of the facility results in a facility that is not readily identifiable as a wireless <br />facility and that blends into the surrounding area [pp. 35 & 26]. <br />a.
