• <br />• <br />Planning Director Stan Boling advised this was the first of two public hearings on <br />this proposed ordinance. He gave a brief history of this matter as contained in the above <br />memorandum. He specified there are three minor changes. There are two general items, one <br />of which is to keep intact the existing regulations for non -wireless facilities, such as a radio <br />broadcast tower. Most of the applications are for wireless facilities which will be governed <br />by the new regulations in the proposed ordinance. These regulations are more stringent and <br />have more requirements. He also reviewed the recommendations as set out in the above <br />memorandum. He pointed out 4 votes will be necessary to allow the second public hearing <br />to be held before 5 p.m. <br />Anthony Lepore, Vice President and general counsel for CityScape Citing and <br />Management, advised that Director Boling had stated just about everything he was planning <br />to say, so he invited questions and then he had some questions of the Commissioners to <br />determine future direction. <br />Commissioner Ginn wondered if we should 1) require providers to use the latest <br />technologies in providing capacity and coverage and 2) require smaller unobtrusive <br />technology so that within a certain time frame ugly towers would be eliminated. <br />Mr Lepore explained that he has included a "state-of-the-art" provision in other <br />jurisdictions which can be included in this interim ordinance or in the final plan. <br />Commissioner Ginn asked that it be done now and Mr Lepore advised it could be <br />included as it is literally only one paragraph. <br />Mr. Lepore then began his questions of the Commissioners. First, he wanted to <br />confirm that the Board wants to continue to include various public facilities in the inventory <br />of available locations where wireless sites can be located in the process of developing the <br />Master Plan. He also wanted to confirm that the Board wished to include buildings in the <br />inventory of available locations.
