the request to amend the land use designation of the subject property from R to L-1 and to rezone <br />the site from A-1 to RS -3. <br />RECOMMENDATION <br />Based on the analysis performed, staff and the Planning and Zoning Commission recommend that <br />the Board of County Commissioners approve the request to redesignate and rezone the subject <br />property by adopting the attached ordinances. <br />ATTACHMENTS <br />1. Rezoning Ordinance <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. There being none, she closed the public hearing. <br />Commissioner Adams had concerns that redesignating from R to L-1 would increase <br />pressure on the headwaters of the St. Sebastian River. Also the piece next to this is for sale <br />and she felt the Commission was duped when it came before them 6 years ago. It was <br />destined to go on the commercial market and is still there. She believed there is a place for <br />L-1 but felt it was not necessary to go RS -3 right up to I-95 and butt into conservation or <br />other A-1 properties. She believed it is necessary to have a step-down. Also it is not in the <br />urban service area. If developers want to develop RS -3, then they need to find the right <br />location. She felt the request is not compatible with this neighborhood and recommended <br />the Board not grant the rezoning at this time. <br />March 20, 2001 <br />• <br />113 <br />QE I I r PG 585 <br />
