Russ, C.B.O. <br />Building Official <br />DATE:Tuesday, February 26, 2002 <br />SUBJECT: Request to adopt Indian River County Wind Speed Map. <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular meeting <br />of March 5, 2002. <br />BACKGROUND: <br />On March 1, 2002, the new Florida Building Code went into effect statewide. <br />This new code significantly changes building regulations throughout the <br />state. Among those changes are new requirements associated with wind loads <br />and wind-borne debris. <br />To ensure consistent statewide application of wind requirements, the <br />Florida Building Code includes Figure 1606(see "Exhibit 1 Wind" attached). <br />Although Figure 1606 establishes wind speed contours for the entire state, <br />the new Florida Building Code states that the exact location of wind speed <br />lines shall be established by local ordinance using recognized physical <br />landmarks such as major roads, canals, rivers, and lake shores, wherever <br />possible. <br />Recently passed legislation now requires that local jurisdictions bisected <br />or otherwise divided by a line separating wind speed zones must by January <br />1, 2002, enact an ordinance specifying the exact location of wind speed <br />lines, using recognized physical landmarks such as major roads, canals, <br />rivers, and lake shores wherever possible. As shown in Figure 1606, Indian <br />River County is bisected by three wind contours and therefore must adopt a <br />Wind Speed Map. <br />March 5, 2002 <br />90 <br />c r <br />
