• <br />• <br />Director Davis suggested a look at some of these higher use roads might be included <br />in the workshop that staff will be scheduling (see item 9.A.2.) in order to come up with a <br />way to get them paved. Right-of-way availability is the real problem. The County has taken <br />a minimal approach to eminent domain and condemnation because it can get very expensive <br />very quickly, but if the County is able to get the property owners' cooperation, then the <br />projects could fall into line. <br />Commissioner Adams believed historically that this and the Wabasso areas did not <br />receive attention previously for various reasons. She believed it is time to correct the <br />problems. She was not sure how to do it, since the County does not like to go to eminent <br />domain, nor place an assessment on a property where the owner cannot afford to pay it. She <br />suggested it be privatized in order to move rt faster. The alternative paving would allow us <br />to perhaps be able to partner with St. Johns River Water Management District for additional <br />help <br />Vice Chairman Stanbridge saw an opportunity to come up with creative ways to do <br />the paving, the stormwater, and to obtain rights -of -ways. She hoped the small area plan, <br />soon to be completed by Community Development, can be adapted to areas other than <br />Gifford. Also. she believed that being able to submit our Community Development Block <br />Grant applications to cover a neighborhood or a specific area, instead of the whole county, <br />will at least put our county's submission in the running for funding. It will raise our points <br />on the CDBG applications since the mean income for the entire county will not be a part of <br />the application. Hopefully that change will track through the Legislature successfully. <br />Commissioner Adams recognized all the efforts of Mr Wiggins in trying to improve <br />the neighborhood in many ways. <br />Chairman Ginn wished to see the Board move forward with staff's recommendation <br />on this matter.
