He stated that the people who <br />are getting cited are not the people who are creating and dumping the garbage. The property <br />owners have cleaned up their property several times and have no way to control the <br />offenders. He felt there needed to be a solution as it was creating problems for the innocent <br />property owners. <br />Commissioner Adams asked if Mr. Wiggins had a solution because this problem <br />happens all over the county. If the County can find out who is doing the dumping, staff can <br />actively pursue the offenders. There is no easy answer. One solution has been to fence the <br />property which is cheaper than having fines accumulate. <br />Mr. Wiggins suggested the County put out dumpsters as they do in Georgia. <br />Everyone in the area is taxed which covers the costs. A big fine is also charged if someone <br />is caught dumping. He specified that three houses are causing the problems and he has <br />talked with the Sheriff's office about it. He believed a dumpster would solve the problem. <br />Commissioner Adams knew there was an enforcement problem during the weekends. <br />She inquired if photographs were permissible evidence to cite people, and Community <br />Development Director Robert M.
