F. <br />ANALYSIS <br />Bids were received from The Press Journal offering a rate of $8.80 per column inch, The <br />Florida Today/USA Today offering a rate of $22.45 per column inch and The Reporter <br />offering a rate of $7.04 per column inch. The Reporter circulation is in the 2,000 ranee with <br />publication on Thursday. The Press Journal has a daily circulation in the range of 39,000 daily <br />and 43,000 on Sunday. <br />RECOMIyIENDATION <br />While apparently all newspapers meet the Chapter 50, Florida Statutes criteria, due to limited <br />circulation and the once -a -week publication of The Reporter, staff recommends that the Countv <br />accept the second bid offered by The Press Journal so as to provide an acceptable level of <br />notice to the citizens of Indian River Countv. <br />ON MOTION by Commissioner Adams, <br />SECONDED by Commissioner Stanbridge, the <br />Board unanimously awarded Bid #3055 to The Press <br />Journal, as recommended by staff. <br />f; <br />The Board reviewed a Memorandum of April 3, 2001: <br />DATE: April 3, 2001 <br />TO: BOARD OF COUNTY COMMISSIONERS <br />F KOOF - <br />THRU: James E. Frame, General Services Director <br />SUBJECT: Restoration of Roof — Old Fellsmere School Building <br />BACKGROUND: <br />As part of the necessary improvements within first phase of the restoration plan for the Old <br />Fellsmere School Building is the necessity to protect the building from the natural elements. As <br />such, shutters have been installed to protect the building from storm and vandals. The roof was <br />inspected and some damages were found which had permitted leaks to occur. Since the roof was <br />still under warranty, the roofing contractor, Energy Coatings Corporation, performed the <br />necessary repair. The County was advised that the warranty was good through June 30, 2001. <br />We were also informed that the roof warranty could be extended for an additional seven (7) years <br />provided the roof was restored or resealed. <br />APRIL 10, 2001 <br />-25- <br />BK 1 17 r� 020 <br />
