F. ANALYSIS Bids were received from The Press Journal offering a rate of $8.80 per column inch, The Florida Today/USA Today offering a rate of $22.45 per column inch and The Reporter offering a rate of $7.04 per column inch. The Reporter circulation is in the 2,000 ranee with publication on Thursday. The Press Journal has a daily circulation in the range of 39,000 daily and 43,000 on Sunday. RECOMIyIENDATION While apparently all newspapers meet the Chapter 50, Florida Statutes criteria, due to limited circulation and the once -a -week publication of The Reporter, staff recommends that the Countv accept the second bid offered by The Press Journal so as to provide an acceptable level of notice to the citizens of Indian River Countv. Frame, General Services Director SUBJECT: Restoration of Roof — Old Fellsmere School Building BACKGROUND: As part of the necessary improvements within first phase of the restoration plan for the Old Fellsmere School Building is the necessity to protect the building from the natural elements. As such, shutters have been installed to protect the building from storm and vandals. The roof was inspected and some damages were found which had permitted leaks to occur. Since the roof was still under warranty, the roofing contractor, Energy Coatings Corporation, performed the necessary repair. The County was advised that the warranty was good through June 30, 2001. We were also informed that the roof warranty could be extended for an additional seven (7) years provided the roof was restored or resealed. APRIL 10, 2001 -25- BK 1 17 r� 020
