The attached estimate from Energy Coatings Corporation identifies the cost for such work to 'be <br />$131972. If the County was to replace the roof, our experience indicates that the cost would be <br />nearer 538,000 or about $4.00 per square foot. The warranty would still be about seven vears. It <br />clearly would be in the best public interest to have Energy Coatings Corporation to restore the <br />roof for $13,972 and extend the warranty for an additional seven years. <br />The second roof area is over the east entrance which the principal or main entrance. Currently it <br />is shows signs of rot and considerable patching. Energy Coatings Corporation has also prepared <br />an estimate for the repair of this roofed area in the amount of $2,145. It would clearly make <br />sense to use the same roofing contractor on this small area that will do the work on the principal <br />roof area. <br />RECOMMENDATION: <br />It is recommended that since Energy Coatings Corporation currently has the warranty on the <br />existing roof and is willing to extended the warranty for another seven years for a price much <br />less than would be obtained through the installation of a new roof that the bid procedure be <br />waived. That Energy Coatings Corporation be secured for the work on both the main roof and <br />the east entrance for the amounts quoted, $13,972 and $2,145 respectively. <br />Chairman Ginn questioned the age of the existing roof, and General Services Director <br />Tom Frame stated that the roof was put up about 10 years ago with a 10 -year warranty. <br />They had originally thought the warranty had expired but it is good through June 30, 2001. <br />The contractor has advised that it is possible to get an extended warranty for another 7 years. <br />The contractor will re -coat the roof and extend the warranty for another 7 years for the price <br />quoted. <br />APRIL 10, 2001 <br />ON MOTION by Commissioner Adams, <br />SECONDED by Commissioner Stanbridge, the <br />Board unanimously waived the bid procedure and <br />approved Energy Coatings Corporation for the work <br />on both the main roof and the east entrance for the <br />amounts quoted, $13,972 and $2,145 respectively, as <br />recommended by staff. <br />-26- <br />
