Commissioner Macht emphasized that the purchases have conserved the County's <br />groundwater. While the recent drought has caused our neighbors to the north and the south <br />to run dry, we have better recharge areas because of this program. Things will be very grim <br />in Florida in the coming years when sufficient water will not be available. If anything should <br />be added to the brochure. it should be the impact of the program on the County's water <br />recharge area. <br />Jim Granse, 36 Pine Arbor Lane, commented that he understood that the center part <br />of the county would be filled in and that is a migration area for birds and wildlife. <br />Commissioner Stanbridge noted that the portion of the county Mr. Granse referred to <br />is the headwater of the St. Johns River which is already marsh and has always been under <br />water. <br />THE CHAIRMAN CALLED THE QUESTION and <br />the Motion failed by a vote of 2 to 3 (Commissioners <br />Macht and Tippin and Chairman Ginn opposed). <br />ON MOTION by Commissioner Macht, <br />SECONDED by Commissioner Tippin, the Board, <br />by a 3 to 2 vote (Commissioners Adams and <br />Stanbridge opposed), approved the staff <br />recommendation (use the revised map and move <br />APRIL 10, 2001 <br />forward). <br />-64- <br />
