Future Land Use Pattern <br />The subject property and properties to the east, west and north; are designated L-2, Low -Density <br />Residential -2, on the county future land use map. The L-2 designation permits residential uses with <br />densities up to 6 units/acre. To the south of the subject property, land is outside the urban service <br />area and is designated AG -1, Agricultural -1, on the county future land use map. The AG -1 <br />designation permits agricultural uses and residential uses with densities up to 1 unid5 acres. <br />Environment <br />The subject property is not designated as environmentally important or environmentally sensitive <br />by the comprehensive plan. Being a citrus grove, the site does not contain any native uplands. The <br />site is within an "AE" 100 year floodplain, with a minimum base flood elevation requirement of 23 <br />feet NGVD. <br />Utilities and Services <br />The site is within the Urban Service Arca of the county. Potable water lines extend from the South <br />County Reverse Osmosis Plant, along 4th Street, to within a quarter mile of the site. Wastewater <br />lines extend from the West Regional Wastewater Treatment Plant, along 58th Avenue, to within a <br />quarter mile of the site. <br />Transportation System <br />The site is bounded on the south by 4th Street. Classified as a rural major collector road on the future <br />roadway thoroughlare plan map, this segment of 4'h Street is a two lane paved road. Currently, the <br />portion of 4"' Street adjacent to the subject property consists of 30 feet of public road right-of-way <br />County plans call for this portion of 4`h Street to be expanded to four lanes and 80 feet of public road <br />right-of-way by 2020. <br />ANALYSIS <br />In this section, an analysis of the reasonableness of thc rezoning request will be presented. <br />Specifically, this section will include: <br />• an analysis of thc request's potential impact 011 public facilities; <br />• an analysis of the request's consistency with thc county's comprehensive plan; <br />• an analysis of the request's compatibility with the surrounding area; and <br />• an analysis of the request's potential impact on environmental quality. <br />Concurrency of Puhlic Facilities <br />This site is located within the county's Urban Service Arca, an area deemed suited for urban scale <br />development. The Comprehensive Plan establishes standards for: Transportation Potable Water, <br />Wastewater, Solid Waste, Stouuwater Management and Recreation (Future Land Use Policy 3.1). <br />The adequate provision of these services is necessary to ensure the continued quality of life enjoyed <br />by the community. The Comprehensive Plan and Land Development Regulations (LDRs) require <br />that new development be reviewed to ensure that the minimum acceptable standards for these <br />services and facilities are maintained. <br />April 23, 2002 <br />35 <br />• <br />
