site plan review process will require that buffers be established along the subject property's <br />perimeter to ensure compatibility between development on the property and Greenbner. Also, <br />the site plan review process will ensure that activity areas on the site are located such that noise, <br />light, and other impacts will not affect Greenbrier. <br />Given the location of the subject property, access to any development project constricted on the <br />property will be through 78th Avenue, a road shared with the Greenbrier subdivision and located <br />along Greenbrier's eastern edge. When the subject property is developed, additional right of way <br />will be required for 78th Avenue to bring it up to the 60 foot local road standard. This additional <br />right of way will increase the separation distance between Greenbrier and new development on <br />the subject property. Also, access to the subject property from 78th Avenue will be restricted to <br />the northernmost point of the subject property s 78`h Avenue frontage, thereby limiting the <br />southern extent of multi -family traffic on 78th Avenue. <br />With some of the site already zoned for multiple -family uses, this request is primarily for a <br />density increase (consistent with the comprehensive plan). Since the density increase meets the <br />concurrency test and is consistent with the site's future land use designation, the request is not <br />anticipated to negatively impact surrounding areas. For these reasons, staff feels the requested <br />zoning district would be compatible with adjacent residential development. <br />Approximately half of the subject property has been cleared. Since the subject property <br />currently contains no environmentally important land, such as wetlands or sensitive uplands, <br />development of the site is anticipated to have little or no impact on environmental quality For <br />this reason, no adverse environmental impacts associated with this request are anticipated. <br />CONCLUSION <br />Based on the analysis, staff has detennined that the requested zoning district is compatible with <br />surrounding areas, is consistent with the comprehensive plan, meets all concurrency critena, will <br />have no negative impacts on environmental quality, and meets all applicable rezoning criteria <br />Most importantly, the subject property is located in an area deemed suited for medium -density <br />multiple -family residential uses. For these reasons, staff supports the request. <br />RECOMMENDATION <br />Based on the analysis, the Planning and Zoning Commission and staff recommend that the Board <br />of County Commissioners approve this request to rezone the subject property to RM -8 by <br />approving the attached ordinance. <br />ATTACHMENTS <br />1.
