<br /> Mr . Segal distributed a handout ( COPY OF WHICH IS ON FILE WITH THE
<br /> BACKUP FOR TODAY ' S MEETING) showing that the front of the property is on a sand
<br /> ridge , while the rear is almost entirely wetlands . Mr . and Mrs . Collins have included an
<br /> environmental study in the handout which shows the sand pine scrub and wetlands . This
<br /> property was purchased prior to the application of any wetlands issues . Any mitigation on
<br /> this property would take , at a minimum , 4 acres , and potentially 10 acres . Mr . and Mrs .
<br /> Collins have no intention of developing the land at this time as wetlands mitigation would
<br /> be cost prohibitive and they are asking that the rear half be removed from the assessment .
<br /> The FEC Railway has created a system that acts like a dam , blocking the drainage on this
<br /> property . Mr . and Mrs . Collins are asking for a 50 % reduction in the assessment as only
<br /> 50 % of the land will benefit from the project .
<br /> Commissioner Adams questioned the square footage of the property, and Mr . Segal
<br /> responded that it was approximately 200 , 000 square feet .
<br /> Mr . Chastain noted that the survey of the Collins property would show approximately
<br /> 148 , 916 square feet which would lower the assessment a little .
<br /> Commissioner Adams noted that the Property Appraiser ' s Office takes the wetlands
<br /> into consideration , and Mr. Chastain noted that the survey will show the total outer perimeter
<br /> of the property .
<br /> Commissioner Adams then questioned whether staff' s recommendation would be to
<br /> lower the Collins assessment to 148 , 916 square feet, and Mr . Chastain responded that any
<br /> adjustment would be based on the survey .
<br /> Commissioner Macht suggested that the wetlands area could be put into a
<br /> conservation easement and questioned whether that would remove that portion from the
<br /> assessment .
