<br /> Mr . Chastain believed it could be removed if it could be determined that that portion
<br /> could never be developed . Mr . and Mrs . Collins are asking for a 50 % reduction but he was
<br /> unsure as to what percentage should be reduced .
<br /> Commissioner Stanbridge asked whether Mr . and Mrs . Collins would be interested
<br /> in discussing a conservation easement on the wetlands which would protect the wetlands and
<br /> offer some tax advantages to Mr . and Mrs . Collins ,
<br /> Mr . Segal felt they would be open to discussing such an easement ,
<br /> Commissioner Adams questioned whether the property is located in the Ocean Breeze
<br /> If
<br /> Heights Subdivision, and Mr. Chastain responded that there is a small parcel on the south
<br /> part of Block 9 , Lots 4 to 12 inclusive ; almost the whole of Block 8 , Lots 1 to 22 included ;
<br /> and the abandoned Park Avenue , together with Lot B , Block 5 ,
<br /> Mr . Segal stated that Mr. and Mrs . Collins have no interest in receiving more relief
<br /> than they are entitled to , but they would probably have to commit a portion of the uplands
<br /> in order to protect the wetlands .
<br /> Commissioner Stanbridge felt sure that St . Johns River Water Management District
<br /> would produce some delineations which could be helpful ,
<br /> Commissioner Adams questioned what a $ 35 , 000 reduction in the Collins ' assessment
<br /> would do to the other assessments , and Mr . Chastain noted there would be a proportionate
<br /> increase for the other properties involved .
<br /> Mr . Chastain also noted that the Department had attempted to work with SJRWMD
<br /> on another project and eventually had to cancel the project, after working for over 5 years
<br /> to come to an arrangement . It is also very costly and time consuming to work with them .
<br /> Commissioner Stanbridge noted that she had simply referred to a delineation of the
<br /> wetlands area on the Collins property .
