• <br />Commissioners Ginn and Macht expressed concerns about the easements. <br />Chairman Stanbridge felt the easement issue could be solved in the future. <br />Deputy County Attorney Will Collins explained that the intent of the open space <br />easement is to prevent vertical construction in that area, but it allows things like boardwalks, <br />benches, views to the river, and a private dock. Mr Collins, responding to Commissioners' <br />further concerns as to whether or not a public viewing dock would be possible, believed that <br />a public viewing dock and walking paths would be allowed because it would not frustrate the <br />purpose of the easement which is to maintain the view of the river for Mr. Bunnell. The <br />easement, which runs in favor of the successors and assigns, does not specifically preclude <br />a public dock. <br />Commissioners stated they envisioned a public viewing platform. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />Sebastian's Mayor Walter Barnes spoke in support of the historic value of this <br />property and urged the Commission to approve the agreement. He believed this property <br />would be a valuable part of next year's celebration of 100 years of the Pelican Island Wildlife <br />Refuge. <br />Jim Granse, 36 Pine Arbor Lane, specified that the $26 million bond issue approval <br />was to purchase environmentally sensitive land and argued that this property is not <br />environmentally sensitive and it was turned down by the Land Acquisition Advisory Board <br />two years ago. <br />Frank Coffey, 5015 Fairway Circle, asked about a management plan for this property <br />and the estimated cost to do that since it seemed to him that property is bought without <br />May 14, 2002 <br />25 <br />I <br />`G `� <br />PG e <br />• <br />
