In accordance with the policy, this audit must be submitted to the County within 120 days of the <br />end of the agency's fiscal year. <br />On February 19, 2002, the Board of County Commissioners approved an "Outside Agency Funding Policy", <br />which stated that if an audit required by the policy for a previous year was past due and had not been <br />submitted by May 1st, then any application for funding for the next year would be declined. Under this new <br />policy, the requirement remains that agencies must submit audits within 120 days of the end of the agency <br />fiscal year. <br />The Progressive Civic League of Gifford has requested an extension until June 30, 2002, to submit the <br />audited financial report for the year ending December 31, 2001 This audit was due on April 30, 2002. A <br />copy of their request is attached, in which the agency states that the flexibility of completing their audit after <br />income tax filing season allowed their organization to obtain the audit at a lower cost Their request does <br />state that the agency will be making internal changes tocomply in the future with the May 1St deadline. <br />Staff Recommendation <br />Indian River County has funded the Progressive Civic League of Gifford for several years and has not had <br />any problems. Our independent <br />financial audits for the years 1998 through 2000 have always been granted extensions by <br />your office and were completed in the mid to late summer by our auditing firm Morgan, <br />Jacoby, Thum, Boyle & Associates. We assumed that we would be granted a similar <br />extension for the current year audit. Accordingly, we have not scheduled the start of the <br />current audit. <br />As you are aware, our Treasurer who is not a paid employee of the organization has always <br />performed the accounting and bookkeeping functions. His work schedule combined with the <br />ongoing multiple capital campaigns and construction projects undertaken by our <br />organization required the granting of the audit extensions the past three years.
