• <br />Commissioner Ginn was concerned about the involvement of Tyler Technology in <br />Munis and wanted to be certain that this company was nothing like the companies involved <br />with the software purchased for the Tax Collector and the Utilities Department. <br />Finance Director Ed Fry explained there was a very detailed process to select the best <br />vendor. 8 proposals were received and the companies were looked at on the basis of their <br />responses, their fiscal stability, the size of their customer base, and their software source. <br />Munis has been in existence over 20 years, is very stable and has over 700 clients. Munis <br />was acquired by Tyler with a lot of other companies. Staff feels confident that Munis will <br />be there for us. We will not be a test site, this is proven software which is in use by the <br />Broward County Sheriff's Office. The Government Finance Officers Association did a <br />survey to check the software customer satisfaction level and was pleased with the result. <br />Director Fry continued that this will be a time-consuming and difficult task and it will <br />probably be 2003 before everything is in place. He thanked everyone who cooperated in this <br />effort: the Board's office, the County Attorney's office, Budget, Purchasing, and Utilities. <br />He also expressed appreciation for the Government Finance Officers Association which did <br />a lot of the research and groundwork. <br />Director Fry also pointed out that there is an escrow agent for the source code so that <br />if Munis should discontinue business, the County would have access to the source code. <br />ON MOTION by Commissioner Adams, <br />SECONDED by Commissioner Macht, the Board <br />unanimously authorized the Chairman to execute the <br />Munis Software Agreement, as recommended by <br />staff. <br />• <br />MAY 21, 2002 <br />1 <br />-63- <br />
