DEPARTME <br />a <br />SE <br />1 <br />NT PROJECTS <br />ILITY SERVICES <br />SUBJECT: FLORIDA RIDGE SUBDIVISION WATER SERVICE <br />INDIAN RIVER COUNTY PROJECT NO UCP -2164 <br />R A CKGROTTND <br />Indian River County's Comprehensive Plan states, " The County's water system shall be expanded <br />to supply the potable water needs of the eastern half of the county, during the period from 1986 thru <br />2010 ' In 1987, the Indian River County Water System Master Plan was developed. The purpose <br />of the Master Plan was to establish a program for the economical and orderly expansion of the <br />County's water system. (See ATTACHMENT -1 pages 2 and 24-26 , of the Comprehensive Plan <br />Potable Water Sub -Element). Honda Ridge is identified as a subdivision having " Undersized Lots <br />& Using Private Wells". Many such subdivisions, by the initiative of the Board of County <br />Commissioners have been provided County Water. The most recent of these being Dixie Heights <br />which final assessment was approved by the Board of County Commissioners on July 10 2001. <br />(See ATTACHMENT -2 An interoffice memorandum from M. J. Galanis, E.H.D. Environmental <br />Health Director; which lists Florida Ridge as Priority #1 of listed subdivisions needing public water <br />services) (See ATTACHMENT -3 A letter dated October 14, 1998, from an owner resident, having <br />lived in Florida Ridge since 1968. Included with the letter is a water quality analysis, which was <br />performed by the City of Vero Beach Environmental Control Laboratory), (See ATTACHMENT —4 <br />Plat Map and Schedule of properties). Over the years a number of residents, in Florida Ridge have <br />requested county water service but have been unable to obtain a desired number of signatures and <br />have not submitted a petition. <br />ANALYSTS <br />There are 255 platted lots in Florida Ridge, with 162 homes, which may benefit from this proposed <br />water main installation. 57 or 35 % of the homes appear to be non owner occupied, (they have not <br />filed for homestead exemption).
