According to an environmental survey . the irregular northern , eastern . and western boundaries of the <br /> subject property indicate the edges of environmentally important estuarine wetlands . Some <br /> environmentally important estuarine wetlands may also be present on land to the north and south of <br /> the subject property . Although the county ' s zoning atlas depicts estuarine wetlands within the <br /> county as having various zoning designations , all environmentally important estuarine wetlands are <br /> deemed to be zoned Con - 2, Estuarine Wetland Conservation District ( up to 1 unit/40 acres ) . <br /> Most of the land surrounding the subject property consists of a combination of wooded uplands and <br /> wetlands of varying quality . The exception is the single - family homes southwest of the subject <br /> property , in the Tropicana Homesites and the Pelican Pointe of Sebastian subdivisions . <br /> Future Land Use Pattern <br /> The subject property and properties to the north and south are depicted as C- 2, Estuarine Wetlands <br /> Conservation - 2. on the county future land use map . Future Land Use Element Policv 1 . 7 , however, <br /> states that the exact boundaries of C- 2 designated areas are determined by environmental survey , and <br /> that any land which is depicted as C - 2 on the future land use map , but is determined <br /> by <br /> environmental survey not to be wetlands , will have the same land use designation as the contiguous <br /> adjacent property . <br /> Thus . according to an environmental survey , the subject property and properties to the north. south . <br /> and west , are designated L - 2 . Low- Density Residential - 2 . on the county future land use map . The <br /> L- 2 designation permits residential uses with densities up to 6 units/acre . <br /> That environmental survey also shows that the irregular northern . eastern , and western boundaries <br /> of the subject property are the edges of environmentally important estuarine wetlands that are <br /> designated C- 2 on the county future land use map. The C- 2 designation permits conservation uses . <br /> limited recreational uses , and residential uses with densities up to 1 unit/40 acres for on - site <br /> development or 1 unit/acre for transferable development rights . <br /> Environment <br /> The subject property and surrounding areas consist of densely wooded uplands and wetlands of <br /> varying quality . According to an environmental survey , some of the wetlands , delineated by the <br /> irregular eastern and western boundaries of subject property, are environmentally important estuarine <br /> wetlands . The subject property is within an "AE" 100 year floodplain . with a minimum base flood <br /> elevation requirement of nine feet NGVD . <br /> Utilities and Services <br /> The site is within the Urban Service Area of the county . Water lines from the North Countv Reverse <br /> Osmosis Plant and sewer lines from the North Regional Wastewater Treatment plant extend alone <br /> US 1 to within approximately one quarter of a mile of the subject property . <br /> Transportation System <br /> The subject property is part of a larger parcel that is bordered on the west by US 1 . Classified as a <br /> rural principal arterial road on the future roadway thoroughfare plan map, US I is four lane road with <br /> approximately 120 feet of public road right-of- way .
