At the conclusion of the presentation . in response to Commissioner Adams . Chief <br /> Environmental Planner Roland M . DeBlois advised that the environmental survey was <br /> performed by Reese Kessler, an environmental consultant . <br /> It was established this property will not require a Comprehensive Plan change . It is <br /> L - 2 based on the environmental survey . <br /> Vice Chairman Stanbridge pointed out that after submission of the site plan , the <br /> environmental aspect will be scrutinized by the Corps of Engineers and the Department of <br /> Environmental Protection . <br /> Director Keating explained that this project has gone through the development review <br /> process . He advised of two items scheduled to be heard by the Planning and Zoning <br /> Commission at their next meeting . <br /> Commissioner Macht wondered about designating this property RS rather than RM, <br /> and Deputy County Attorney Will Collins explained that the surrounding . property <br /> determined the density, but the Board could rezone it either single - family or multi - family . <br /> Attorney Collins thought the applicant would have greater flexibility with multi - family <br /> regarding setbacks and dimensions for each particular lot . <br /> Director Keating responded to Chairman Ginn ' s inquiry concerning the presumption <br /> of the C -2 designation . The rebuttal to that presumption would be an environmental survey <br /> finding the property not to be estuarine wetlands . (Policy 1 . 7 - Future Land Use Element . ) <br /> The Chairman opened the public hearing and asked if anyone wished to be <br /> heard in this matter .
