Director Boling noted for the record that paragraph 4 on page 3 of the proposed <br /> resolution had been reworded and the corrected page had been distributed to the <br /> Commissioners prior to the meeting . He responded to questions of Commissioner Adams <br /> and Vice Chairman Stanbridge about the location of the property . <br /> Steve Henderson , representing St . Johns River Water Management District, read a <br /> note from them on their intended use of the property as follows : The current conceptual <br /> plan for the property calls for the construction of a water management area with the primary <br /> goals being to decrease the nutrient levels of agricultural drainage before it is discharged and <br /> to provide water supply for irrigation . It is expected that the site will maintain depths of 3 <br /> to 6 feet . Drainage will be received from pumps and discharges will occur by both pumps <br /> and gravity . The water management area will decrease fresh water flow into the Indian River <br /> Lagoon and improve the water quality of water being discharged in the Blue Cypress Water <br /> Management area thus providing ecological benefits to both basins . The SJRWMD has <br /> initiated feasibility studies . Some of these studies confirm the feasibility of the conceptual <br /> plan . Project design is expected to begin in 2002 . <br /> Vice Chairman Stanbridge expressed her concerns for the record about the reservoir <br /> area of the Sebastian River watershed . She was concerned that SJRWMD may want to put <br /> our Indian River Farms water in that area and she had a great problem with that . She wanted <br /> assurance it will not be used as a reservoir area for the Indian River Farms water . <br /> Mr. Henderson will let Vice Chairman Stanbridge ' s feelings be known to the <br /> SJRWMD . <br /> The Chairman opened the public hearing and asked if anyone wished to be heard in <br /> this matter .
