<br /> For over ten years . the Board has used a modified self- insurance program to manage its
<br /> property and casualty insurance risks . Every three to five years , the commercial insurance
<br /> products ' component has been remarketed through the assistance of a consultant . In the
<br /> past , both Siver Insurance Consultants and Waters Risk Management have performed
<br /> these remarketing services .
<br /> In response to a recent request for proposals . four such proposals were received . The
<br /> results were .

<br /> McKinley Consulting has performed services for several South Florida cities including
<br /> Lauderdale Lakes , Opa- Locka and Riviera Beach . For Public Entity Risk Management
<br /> Services , this would be the firm ' s first consulting job .
<br /> Staff recommends Siver Insurance Consultants be retained as the most knowledgeable ,
<br /> competitive firm at a cost not to exceed $ 14 , 000 . 00 . Siver s consulting team assigned to
<br /> this project includes Jim Marshall , CPCU , ARM , JD , the attorney who authored much of
<br /> the administrative policy manual which established Indian River County ' s self- insurance
<br /> program , and Kathy Doak , ARM . AAI . who assisted with placement of the initial excess
<br /> insurance products . The five member team will bring a combined 118 years ' total
<br /> experience in insurance or risk management .
<br /> We request Board approval of this recommendation .
