• • <br />The Board reviewed the proposed Resolution and the Final Report to the Board of <br />County Commissioners. <br />Chairman Stanbridge called on Commissioner Ginn, as Chairman ofthe Space Needs <br />Committee, to introduce the presentation of the Committee. <br />Commissioner Ginn was pleased to present the culmination ofthe 18 months of study <br />by the Space Needs Committee and gave a brief history since July of 2000 when they began <br />their work to determine whether there is a need for a new County Administration Building. <br />She introduced the members of the Committee who were present and announced the names <br />of those who were not and why they were not. (CLERK'S NOTE m SEE THE EXECUTIVE <br />SUMMARY IN THE FINAL REPORT FOR THE FULL PRESENTATION.) <br />Commissioner Ginn stressed that this was truly a "citizens' committee" with no <br />vested interests and emphasized that the work was done by the committee members, not by <br />staff. She described their task, the process, and specified that their recommendations were <br />conservative, were based on the bottom line, on facts, and projected the county's needs <br />through the year 2020. <br />Commissioner Ginn then introduced the first speaker and listed his credentials. <br />Frank Coffey first expressed the appreciation of the Committee members to <br />Commissioner Ginn for the energy and devotion she gave to this important assignment, to <br />Reta Smith, the Committee's efficient secretary; and to General Services Director Tom <br />Frame for providing transportation for the Committee. Mr Coffey then read from prepared <br />remarks (copy on file with the backup for the meeting). He gave a brief history of the <br />current Administration Building and reviewed the methods utilized by the Committee for <br />projecting the needs in 2020, which included a review of the previous space needs studies <br />in 1991 (VOA) and 1999 (Spillis Candela & Partners).
