Keating , AICP <br /> Community Development Director <br /> DATE : June 14 . 2001 <br /> SUBJECT : ROBERT STEELE ' S COMPLAINTS <br /> Please be advised that, in response to Mr. Steele ' s most recent complaint regarding the Downing <br /> property . I sent Kerry Jones . County Plumbing Inspector, to the site on Wednesday . June 13 . 2001 . <br /> I also requested that Glenn Schuessler. Assistant Environmental Health Director. inspect the site on <br /> the same day . <br /> These are the inspection results : <br /> • According to plumbing inspector Kemp Jones , all internal plumbing* within the pole <br /> barn was found to be acceptable , and the after-the - fact plumbing permit was finaled <br /> out. Inspector Jones did note that a wire from the barn to the lift station was above <br /> ground , and he indicated to the Downings that the wire must be buried . <br /> • According to Assistant Director Schuessler, the lift station/septic tank system is <br /> permitted, inspected, and is working . Based on tests , Mr. Schuessler determined that <br /> waste from the barn flows to the septic tank. Mr. Schuessler also determined that Mr. <br /> Steele ' s complaint of Mr. Downing digging near his septic tank resulted from Mr. <br /> Downing replacing a clean -out pipe broken by an equipment operator doing final <br /> grading near the house which is under construction on the site . <br /> Besides the sanitary waste issue , staff has also addressed Mr. Steele ' s complaint that the Downings <br /> are living in the pole barn , not in the RV where they are permitted to live . Based on video- tape <br /> evidence shown to staff by Mr. Steele and Mr. Steele ' s commitment to provide the video- tape and <br /> testify at an upcoming Code Enforcement Board meeting , a notice of code violation has been sent <br /> to the Downings , citing them with illegal occupancy of the pole barn . Because the illegal barn <br /> occupancy case will be heard by the Code Enforcement Board if the Downings fail to comply with <br /> staff s notice not to live in the barn , the Board of County Commissioners should not discuss that <br /> issue . <br /> 3 <br /> If any questions arise regarding this matter, please contact me . <br /> 5 <br /> JUNE 199 2001 P ,� . �- <br /> �t6i 1 0j 0 <br /> - 73 - <br />
