Keating , AICP <br /> Community Development Director <br /> DATE : June 11 , 2001 <br /> SUBJECT : Proposed Building Permit Fee Changes <br /> It is requested that the information provided herein be given formal consideration by the Board of <br /> County Commissioners at its regular meeting of June 19 , 2001 . <br /> DESCRIPTION AND CONDITIONS : <br /> For the past several years , the volume of building activity has increased significantly . As a result. <br /> more permits are being issued, more plans are being reviewed, and more inspections are being <br /> conducted . <br /> In an effort to increase efficiency, enhance service, and respond to added demand, staff has attempted <br /> to streamline the building permitting and inspection system . This streamlining has resulted in <br /> various initiatives having been undertaken in the last few years . <br /> One of the first such initiatives was installation of an automated inspection request system ( AIRS ) , <br /> whereby builders can schedule inspections and obtain inspection results over the phone . Other <br /> recent initiatives include : providing cellular phones to inspectors , establishing a credit card payment <br /> system, and initiating a web based permitting system ( under development ) . <br /> The next streamlining initiative involves establishment of a combination permit system . This is an <br /> initiative that staff and representatives of the Treasure Coast Builders Association have been working <br /> on for a number of months . To implement the combination ( combo ) permitting system , however, <br /> it is necessary to modify the building permit fee schedule . <br /> These building permit fee schedule changes have been developed by staff and Treasure Coast <br /> Building Association officials (TCBA ) , and incorporated within a draft resolution that is attached <br /> to this staff report. Because the building division operates in the City of Vero Beach as well as in the <br /> unincorporated county , these fee changes must be adopted by both the Vero Beach City Council and <br /> JUNE 199 2001 <br /> - 7s - <br />
