• <br />Under discussion, Commissioner Ginn advised that she could not support this item <br />because of the increase in low income housing in the area and because of the tax breaks <br />given the developer. She pointed out that there are no jobs in this (12`h Street on Indian <br />River Boulevard) area. <br />Assistant Administrator Baird pointed out that this is housing for "low, moderate, <br />and middle income" tenants. <br />Commissioner Adams believed there is a need for this type of housing. She <br />understood the developer gets an income tax credit, we are not giving anything off our tax <br />roll. <br />Commissioner Ginn specified that the developer could sell the tax credits in the open <br />market, and Commissioner Adams concurred, but declared that the developer uses that to <br />help finance the investment. <br />Commissioner Adams pointed out that the issue of putting all these units in this <br />particular area needs to be addressed through the Comprehensive Plan amendment process. <br />A project such as this has to be built within specified multifamily zones. She agreed the <br />Commission does need to be more pro -active in providing decent -wage employment, but in <br />the meantime, people need a place to live. <br />Community Development Director Robert Keating responded to Commissioner <br />Macht's inquiry on density and extra credits by advising that a total of 259 units were <br />approved for this project by the Planning and Zoning Commission. He explained the <br />County's ordinance is structured so that the developer gets a density credit for donation of <br />right-of-way. In this instance, they received extra density for right-of-way donations at 12`h <br />Street in the mid- to late 1980's for inclusion in the construction of Indian River Boulevard. <br />Essentially, the total density for the project is 11.16 units per acre and, generally, the zoning <br />density there would be 8 and 10 units per acre.
