Recreation Area and Pedestrian Improvements: The proposed project satisfies the PD <br />ordinance recreation area requirements as follows: <br />Required Recreation Area: <br />Provided Recreation Area: <br />1.21 acres <br />1.41 acres (includes recreation/park tracts and pedestrian <br />systems) <br />The PD plan proposes an internal pedestrian system consisting of a 4' wide sidewalk along <br />one side of the project's roadways. Pedestrian improvements also include access' to the <br />recreation tracts The proposed internal pedestrian system will connect to an external <br />sidewalk to be constructed on 13th Street S.W , and to the project's Oslo Road entrance. <br />8. Surrounding Land Use and Zoning: <br />North* Sub -lateral Canal, 9th Street (Oslo Road), Shopping Center, Vacant/CG <br />South: 13th Street S.W., Sub -lateral Canal The ColonyPD/PD <br />East: Mobile Home Park, Single Family, Vacant/RS-3 CL <br />West: 31' Avenue S.W., Grovenor Estates, Sterling Lake Estates, RS -3 <br />9. Traffic Circulation: The development will be accessed from 13th Street S.W. and 9th Street <br />S.W (Oslo Road). Access from 13th Street S.W. is required and considered the primary <br />access, since 13th Street S.W. (a collector road) is a lower functional classification roadway <br />than Oslo Road (an arterial road). The access to 13th Street S.W. will be a full movement <br />roadway connection and will necessitate the paving of 13th Street S.W. from the project <br />entrance to 27th Avenue S.W. The applicant has agreed to pave 13th Street S.W. to the <br />project entrance. <br />Access to 9th Street S.W. (Oslo Road) will be right -in, nght-out, and le$ -in movements only. <br />All lots will be accessed from internal private local roads to be constructed with the <br />development. The local internal road system will connect 9th Street S.W. to 13th Street S.W. <br />Traffic Engineering has reviewed and approved both the internal circulation plan and the <br />project traffic impact statement submitted by the applicant's traffic consultant. The results of <br />the approved traffic impact analysis indicate that there are no required off-site traffic <br />improvements, other than the referenced road paving required with this project, and none are <br />proposed. <br />10. Stormwater Management: The public works department has approved the conceptual <br />stouuwater management plan and will review the detailed stormwater management plan with <br />the land development permit. The stormwater management system proposes to use three <br />inter -connected lakes which will outfall to the sub -lateral canal located along the south side <br />of 13th Street S W <br />11. Utilities: The site is required to connect to County water and sewer services, and the <br />applicant proposes to connect.
