FY 2002-03 HAZARDOUS MATERIALS EMERGENCY <br />PLANNING STATE FUNDED SUBGRANT AGREEMENT <br />CONTRACT #03CP-11-10-40-01-166 - FLORIDA <br />DEPARTMENT OF COMMUNITY AFFAIRS <br />The Board reviewed a Memorandum of July 5, 2002: <br />TO: Honorable Board of County Commissioners <br />THROUGH: James Chandler, County Administrator <br />THROUGH: John King, Director <br />Department of Emer ncy ervices <br />FROM: Nathan McCollum, Emergency Management Coordinator <br />Department of Emergency Services <br />DATE: July 5, 2002 <br />J`/ <br />SUBJECT: Approval of FY 02/03 Hazardous Materials Emergency Planning State Funded Subgrant <br />Agreement Contract Number 03CP 11 10 40 01 166. <br />On October 17, 1986, the Superfund Amendments and Re -authorization Act (SARA) was enacted into law. <br />Title III of the SARA legislation established requirements for federal, state, and local governments as well as <br />industry regarding emergency planning and reporting on hazardous/toxic chemicals. Subsequently, Indian <br />River County Emergency Management Division developed and maintains a Hazardous Materials Emergency <br />Plan which was endorsed by the Department of Community Affairs. Modifications to this plan are made <br />annually with the last update approved by the Board of County Commissioners on March 12, 2002. <br />Recognizing the threat posed by hazardous materials to both the population and the environment, the State <br />Legislature has extended grant funds to update Indian River County's Hazardous Materials Emergency Plan. <br />The Department of Community Affairs/Division of Emergency Management administers the Hazardous <br />Materials Emergency Planning Agreement with each Florida county. These funds are used to enhance <br />hazardous materials planning, response, and education for Indian River County. The attached agreement is <br />consistent with prior agreements and awards Indian River County Emergency Management a gross total of <br />$4,239.00 for FY 02/03. This is a 100% funded agreement and does not require any matching funds. Because <br />this agreement begins late in our budget cycle, staff recommends no expenditures at this time. The Emergency <br />Management Division will include funding and expenditures from this agreement with the Emergency <br />Management Preparedness Agreement which will be presented to the Board early in the 02/03 fiscal year. <br />JULY 16, 2002 <br />Di‘ <br />r <br />b <br />-84- <br />
