• <br />Chief Environmental Planner Roland DeBlois stated that subsequent to the Historic <br />Resources Advisory Committee recommendations given at their meeting last week, <br />additional archaeological information has been received. The developer has redefined the <br />project to protect the wetland in the center of the site and is attempting to continue to <br />investigate the shell midden east of Indian River Drive and is trying to preserve the most <br />significant portion. It would be unreasonable to require the developer to stay out of the <br />midden entirely. However, the archaeologist does need to explore the site prior to any <br />construction beginning. There is also some vegetation that needs to be protected and the <br />conservation easement must be revised to include mitigation on the western portion of the <br />Indian River Drive midden. <br />General discussion ensued regarding the definition of"significant" and the possibility <br />of sending the project back to the Historic Resources Advisory Committee for further <br />consideration. <br />Chairman Stanbridge emphasized that 19 of the 20 shovel tests were positive and the <br />HRAC did not have that information at the time of their meeting. <br />Attorney Bruce Barkett, representing the developer, pointed out that the buildings <br />on the site cannot be further shifted and that it would not be feasible to require the developer <br />to do that. The developer has agreed to the excavation by the archeologist prior to going <br />forward with construction. <br />Greg Hendryx, Environmental Services, Inc., 1397 Shooting Star Lane, <br />Jacksonville, stated that the Phase I -A study looked at 6 locations, 3 west of the dunes and <br />JULY 2, 2002 <br />-69- <br />6 1 <br />• <br />
