Indian River <br />County just started utilities with nothing in 1982; prior to that people relied on their wells <br />and septic tanks. The cost today is much greater than it was years ago. Other areas appear not to be part of the <br />agreement because of their location on the agreement's map outline. One issue is how water <br />would be obtained in the event of afire.
