RECOMMENDATION <br />The staff of the Department of Utility <br />Services recommends that <br />the Board of <br />County Commissioners approve the <br />attached Resolution III, which affirms <br />the preliminary assessment <br />on the subject <br />project. <br />LIST OF ATTACHMENTS: <br />1 -July 3, 2001 BCC Implementation4-Summary assessment rol <br />2 -Map of Phase III -C 5 -Estimated Project cost <br />3 -Map of Project area 6 -Letter to City of Sebastian <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />William Germann, 1338 Cownie Lane, Sebastian, felt his rights have been violated <br />because he was not given the opportunity to vote on this water assessment. He believed that <br />most everyone wants the ability to access the water, but retirees in the area will have <br />difficulty finding money to pay for their assessment. He thought there should be another <br />means of paying for it. He questioned why some areas (private developments) of Sebastian, <br />where the pipeline will pass, will not be assessed. He inquired why they ("big business") <br />were not being assessed. He pointed out that some areas of Sebastian do not have fire <br />hydrants, but the tanker truck used to put out their fires will use water provided by the pipes <br />for which he and others will be paying. This assessment will be a burden on him and others <br />and should be done differently. <br />Chairman Ginn explained how Sebastian's City Council had asked the County to <br />purchase their existing utility system and expand it for Sebastian. The plan for this <br />expansion was developed some time ago and the County is working towards fulfilling it. <br />Commissioner Adams explained that the issue of the private subdivisions is because <br />the County has no right-of-way on those private roads. Future subdivisions will be required <br />to hook up to County water. The continued use of septic tanks has impacted wells due to <br />the influx of people to the county. Unfortunately, grants are not available for the project. <br />She urged his help to find an easier and cheaper way to do it and cautioned that not doing <br />,July 2.1, 2001 <br />NMI <br />Bi 1 '81�GO 3 1 <br />
