Area 1: Future Land Use Pattern <br />The subject properties comprising Area 1 are designated L-1, Low -Density Residential -1, and <br />REC, Recreation, on the Future Land Use Map. The REC designation does not penult any <br />residential development. Land to the north and west of Area 1 is also designated L-1 The L-1 <br />designation permits residential uses with densities of up to 3 units/acre. To the south hes the <br />Town of Orchid <br />Area 2: Future Land Use Pattern <br />The subject properties compnsing Area 2 are designated L-2, Low -Density Residential -2, on the <br />Future Land Use Map The L-2 designation permits residential uses with densities of up to 6 <br />units/acre. To the north of Area 2 lies the Town of Orchid, while land to the south and west is <br />desianated L-2. <br />Environment <br />Most of the subject properties contain wooded lots with saw palmetto, live oak, cabbage palm, <br />seagrape, sea oats, and beach bean In addition, Brazilian pepper is also found on many sites and <br />competes with desirable native species. While there are no jurisdictional wetlands on the subject <br />properties, the Flood Insurance Rating Maps indicate that many of the subject properties contain <br />flood hazard areas. <br />Utilities and Services <br />The subject properties are located within the Urban Service Area of the county Water lines <br />extend from the North County Reverse Osmosis Plant along A1A. Wastewater lines extend from <br />the North Regional Wastewater Treatment Plant along A1A north to the southern tip of Treasure <br />Shores park. <br />Transportation System <br />Both Areas are, generally, bounded on the west by A1A. Classified as a rural minor arterial <br />roadway on the future roadway thoroughfare plan map, this segment of A1A is a two-lane road <br />with 100 feet of public road right-of-way. No expansion of this segment of AlA is programmed. <br />ANALYSIS <br />In this section, an analysis of the reasonableness of the application will be presented. The <br />analysis will include a description of: <br />o Concurrency of public facilities; <br />o Compatibility with the surrounding area; <br />o Consistency with the comprehensive plan; and <br />o Potential impact on environmental quality. <br />Concurrency of Public Facilities <br />The subject properties are located within the county Urban Service Area, an area deemed suited <br />for urban scale development The comprehensive plan establishes standards for: Transportation, <br />Potable Water, Wastewater, Solid Waste, Drainage, and Recreation. The adequate provision of <br />these services is necessary to ensure the continued quality of life enjoyed by the community. <br />The comprehensive plan also requires that new development be reviewed to ensure that the <br />minimum acceptable standards for these services and facilities are maintained. <br />July 9, 2002 <br />28 <br />
