DeBloigrATICP <br />Chief, Environmental Planning <br />& Code Enforcement <br />FROM: Brian Poole, FREP <br />Senior Environmental Planner <br />DATE: September 9, 2002 <br />RE• <br />Board Consideration of MANWAC Recommendations on State Proposed <br />Revisions to Manatee Protection Speed Zones in the Jungle Trail Narrows and at <br />the Vero Beach Power Plant <br />It is requested that the Board of County Commissioners formally consider the following information at <br />the Board's regular meeting of September 10, 2002. <br />BACKGROUND <br />In January 2000, the Save the Manatee Club and a number of other non-governmental environmental <br />organizations filed suit against the Flonda Fish and Wildlife Conservation Commission (FWC) <br />alleging that the State had not done enough to protect endangered manatees. As part of a settlement of <br />that lawsuit, the FWC is proposing to increase boating speed zone restrictions in the Jungle Trail <br />Narrows and at the Vero Beach Power Plant (See Attachment 1). <br />This past year, the FWC conducted several public meetings and a public hearing within Indian River <br />County soliciting public comment on these two proposed speed zone area changes. This Thursday, <br />September 12, 2002, the FWC will hold a final public hearing in Kissimmee, at which the FWC will <br />finalize its proposed changes to the two speed zone areas. <br />On September 6, 2002, the Marine Advisory/ Narrows Watershed Action Committee (MANWAC) <br />reviewed the proposed speed zone changes. The MANWAC's concerns and recommendations are <br />summarized in Attachment 2 to this memorandum. <br />This matter is now being presented to the Board for the Board to consider ratifying the MANWAC's <br />recommendations for presentation at the FWC September 12 final hearing. <br />SEPTEMBER 10, 2002 45 <br />1„r <br />Ler I <br />• <br />
