Matson Fs 11 <br />Assistant MPO Staff Dire for <br />DATE: September 10, 2002 <br />SUBJECT: REQUEST TO ENTER INTO A PUBLIC TRANSPORTATION JOINT <br />PARTICIPATION AGREEMFNT WITH THE FLORIDA DEPARTMENT OF <br />TRANSPORTATION (FDOT) <br />It is requested that the infoimation presented herein be given formal consideration by the Board of <br />County Commissioners at its regular meeting of September 17, 2002. <br />DESCRIPTION & CONDITIONS <br />For the past several years, the Indian River County - Council on Aging, the County's designated <br />transit service provider, has applied for and received state mass transit capital assistance under <br />FDOT Procedure number 725-030-005, also known as the FDOT Service Development Grant <br />program. For FY 2002/03, the Council on Aging has been allocated $40,000 in Service <br />Development Grant funding, to be matched with $40,000 in Council on Aging funds. Unlike past <br />years, FDOT has determined that in order to receive the funds, the County, not the Council on Aging, <br />must enter into a Joint Participation Agreement with FDOT a copy of which is attached to this staff <br />report (Attachment 1). <br />As proposed, the Council on Aging will use the service development grant funds to upgrade its <br />transit and paratransit maintenance, scheduling and routing software. These software upgrades were <br />identified in the Transit Development Plan (TDP) capital improvement recommendations approved <br />by the MPO. <br />In the spring of this year, the Council on Aging submitted its service development grant funding <br />request. The request was approved by FDOT, which then issued the attached JPA. Now, the <br />County must enter into the attached JPA with FDOT in order to obtain the funds and pass those <br />funds along to the Council on Aging for the software purchase. <br />September 17, 2002 <br />33 <br />
