Y . <br /> 7 - `11111111JI11PIM <br /> REFERENCE : SP-MA-01 -03 -24 / 20000120035 -25732 <br /> DATE : September 5 , 2001 <br /> DESCRIPTION AND CONDITIONS <br /> Carter Associates , Inc . , on behalf of the Indian River County Public Works Department, has <br /> requested a waiver of the cut and fill balance requirement of Section 930 . 07(2)(d) of the Stormwater <br /> Management and Flood Protection Ordinance . Jungle Trail Conservation Improvements received <br /> site plan approval from the Planning and Zoning Commission on March 8 , 2001 . The project is <br /> located at 11325 Jungle Trail . The site is located in special flood hazard area Zone AE with base <br /> flood elevation of 7 . 0 ft. N . G. V . D . The ten year Stillwater elevation is 4 . 3 feet. The proposed <br /> displacement of the floodplain below 4 . 3 feet for which the waiver is requested is 7, 320 cubic yards <br /> as indicated in the attached letter from the applicant ' s engineer dated December I , 2000 . <br /> ALTERNATIVES AND ANALYSIS <br /> The project meets the cut and fill balance waiver criteria provided in Section 930 . 07(2)(d) 1 . of being <br /> situated in an estuarine environment within the 100 year floodplain along the Indian River and in <br /> staff s opinion it appears that all other Stormwater Management and Flood Protection Ordinance <br /> requirements can be met without adverse impact on other lands in the estuarine environment . <br /> Alternative No . 1 <br /> Approve the cut and fill balance waiver request. <br /> Alternative No . 2 <br /> Deny the cut and fill waiver and require re-design to accomplish an on- site balance of cut and fill <br /> RECOMMENDATIONS <br /> Staff recommends approval of Alternative No . 1 . <br /> ON MOTION by Commissioner Adams ; <br /> SECONDED by Commissioner Stanbridge , the <br /> Board unanimously approved the cut and fill balance <br /> waiver request , as recommended by staff. <br /> SEPTEMBER 18 , 2001 CA <br /> - 32 - <br />
