<br /> Ted Baldwin explained that the stacks will have some water vapor but it is not
<br /> economically feasible to recover that water without a refrigeration system .
<br /> Jack Doolittle, CEO , Environmental Consulting and Technology , Gainesville
<br /> Florida, noted that their specialty area is electric power plants . They were the project
<br /> manager for the Blue Heron project . He stated that the site certification application
<br /> comprises 4 volumes , for the local , state and federal applications (CLERK ' S NOTE : SITE
<br /> CERTIFICATION VOLUMES ARE ON FILE IN THE OFFICE OF THE CLERK TO THE
<br /> BOARD ) . Some of the requirements they must meet have to do with water use , ecology ,
<br /> noise , land use , and traffic . They have received a draft permit from DEP for air quality and
<br /> have met the state and federal requirements . On this site , there is forested wetlands to the
<br /> north, marsh on the south , and on the east side Indian River Farms Water Control District
<br /> has a 100 ' right - of- way for a canal with existing vegetation . There is also a 30 ' right - of- way
<br /> for 74 `" Avenue and then another 30 ' easement for utilities .
<br /> Chairman Ginn felt that because the project is so close to I - 95 , the noise level would
<br /> not be much of an issue .
<br /> Commissioner Adams believed the noise level would be an issue if it is a continual
<br /> drone which is different from traffic noise .
<br /> Elton Ray of Hestler & Associates commented that they are responsible for the noise
<br /> level control . There are 85 significant sources of noise , each of which in all applications
<br /> meets the county noise ordinance requirements . They also used the St . Lucie County
<br /> residential requirements so the noise levels will meet requirements of both St . Lucie and
<br /> Indian River County .
