<br /> Commissioner Adams wanted to make sure that not only are the codes met but also
<br /> that the noise is not offensive or agitating to the ear .
<br /> Mr. Ray noted that the sound level is not much higher than highway noise . Because
<br /> it is a combined cycle plant it is typically much quieter than other types . However, he did
<br /> agree that the house to the north, because of its proximity to the plant, will have a significant
<br /> increase in noise .
<br /> After general discussion involving the noise levels and vibrations , Attorney Barkett
<br /> asked Mr . Ray whether they have ever gone back after a plant was built and compared after-
<br /> the - fact measurements .
<br /> Mr . Ray responded that they are frequently required to verify plant performance and
<br /> they have had great success in meeting the contract requirements .
<br /> David Dee , Environmental Attorney , Landers and Parsons , Tallahassee , stated that
<br /> he has worked in environmental law for 22 years and has done a lot of work on power plants .
<br /> This project uses the same environmental standards as would be used in any other project
<br /> and the review process has been coordinated with all regulatory agencies , such as : DEP , US
<br /> EPA, SJRWMD , Fish & Wildlife , Treasure Coast Regional Planning Council , DCA , DOT,
<br /> and DOS . They have held 2 formal administrative hearings in Indian River County and the
<br /> project will ultimately be presented to the Governor and the Cabinet . The Public Service

<br /> Commission also looks at the need for such a facility .
<br /> Attorney Barkett noted that the Board has already adopted the standards and is merely
<br /> applying the rules today . They have worked closely with nearby residents .
