• • <br />Dr. Richard Baker, 522 N. Blue Island Lane, Sebastian, advised that the Audubon <br />Society is for controlled growth and specified this is a great opportunity for the Board to <br />keep this idea going. He believed if this was a PD, it would probably come in at 3 units per <br />acre. He read an article by Kevin Doty which stated an opinion that Florida is going broke <br />because the cost of services and demand for infrastructure are not paying for themselves. Dr. <br />Baker thought approval of RS -6 will set a precedent and urged the Board to rezone the <br />property RS -3. He speculated on the challenges engineers will face in widening 58th <br />Avenue. <br />Commissioner Adams asked what the actual build -out would be if the Board were to <br />rezone the property RS -3, and Director Keating responded that it would depend on the <br />design a standard subdivision would yield about 2.5 or 2.4 units per acre and if they wanted <br />a PD, the developer would have to come back to the Board for a public hearing. <br />Commissioner Adams also asked if there were a way to put a caveat that this rezoning <br />is only for this property owner, and County Attorney Collins responded that zoning runs <br />with the land; the property owner is irrelevant. <br />In response to further questioning by Commissioner Adams, Director Keating <br />explained that 3.5 units per acre is probably close to the upper limit the property will yield. <br />Fred Mensing, 7580 129th Street, Sebastian, could not help to solve the Board's <br />dilemma today. He mentioned that in the state of Delaware, the state is buying up Ag rights. <br />He suggested that, instead of buying up conservation land, the County ought to start looking <br />at buying some of the tracts to keep as agriculture and control density. <br />Mr. Barkett thought this has been caught up in a larger debate than the application <br />involves. He commented that when people come to this County, work with staff within the <br />Plan, and receive staff's support, that the Commissioners should support those applications. <br />September 23, 2003 <br />25 <br />
