He specified that this application is within the Comp Plan and it disturbed him that the <br />Board seemed to be abandoning the Comp Plan and their staff because of a deficient <br />intersection. He stated that he had elicited commitments from many of them that if he works <br />within the Plan, he had done his part. In conclusion, he asked for their support for a myriad <br />of reasons. <br />Chairman Macht was not irritated at Mr. Barkett's applicant; he seemed to be very <br />forthcoming and considerate of his neighbor. He commented that our worst traffic situation <br />is trivial compared to those in metropolitan areas. He was irritated that the Commission <br />allowed itself to get behind the 8 -ball when it should have revised the Comp Plan long ago. <br />His concern was that another developer might not be so considerate. <br />Mark Kerslake, 1601 Dove Street, Newport Beach, CA, stated he is a principal with <br />the applicant. He felt they had a good meeting with Bent Pine. The intersection is deficient <br />today and he cannot do anything about it unless they have a project. When he spoke with <br />Chris Mora, his preliminary cost (impact fee) would be about $250,000 for this project. One <br />way to get the intersection fixed is to approve his project in order to collect their fair -share <br />payment. They are ready, willing, and able to contribute toward a SR 60 -58th Avenue <br />intersection improvement. He pointed out that the property is within the urban service area <br />and asked the Board to honor that. At the recent meeting with the Bent Pine homeowners, <br />he offered to record a deed restriction of not more than 3.5 units per acre and will do that. <br />He has tried to be sensitive and to work with neighbors and asked for approval of the <br />application. <br />Renee Renzi, 340A E.
