11.B.1. RESOLUTION NO. 2002-063 - RE -AUTHORIZATION OF <br />IMPOSITION OF E911 FEE <br />The Board reviewed a Memorandum of August 16, 2002: <br />TO. Se ices <br />DATE: August 16, 2002 <br />SUBJECT: Approval of Resolution Re -authorizing Imposition of E911 Fee <br />The Florida Legislature in 1991 passed legislation amending Chapter 365.171, revising <br />provisions relating to the "911" fee which permits county governments to impose a fee on all <br />residential and business telephone lines to pay for expenses associated with the operation of the <br />E911 system with a cap of $.50. <br />The revisions approved by the legislature provide for the following actions: <br />1. Deleted the requirement for annual approval of a county's recurring fee by the <br />Division of Communications; <br />Specified that a fund be established exclusively for 911 fee revenues and <br />expenditures; <br />3. Established that 911 funds be used only for specified purposes; <br />4. Requires an annual audit of the fund; <br />5. Provides for carry over of funds; and <br />6. Provides for expenditure of fees for certain employee positions. <br />In FY 2001/2002, the Indian River County Board of County Commissioners approved <br />imposition of a $.50 fee per line (up to a maximum of 25 access lines per account bill <br />rendered) per month to fund the permitted charges and expenses of the two (2) Public Safety <br />Answering Points (PSAP) in the County. <br />Information from BellSouth indicates that Indian River County has a total of 81,267 lines, <br />which would be subject to the 911 fee with some exclusions. If the Board approves the <br />recommended charge of $.50, staff estimates it would generate approximately $487,602 in <br />revenue, less the 1% BellSouth collection fee. The matter is now before the Board of County <br />Commissioners for approval of the Resolution to re -authorize the E911 fee for FY 2002/2003 <br />at $.50 per line (up to a maximum of 25 access lines per account bill rendered) per month. <br />September 3, 2002 <br />l.? <br />• <br />105 <br />nt, <br />ill <br />L. <br />-„ <br />• <br />
