Doyle, P.E. <br />Assistant Director of Utilities <br />Work Authorizations to Camp D esser & McKee Inc. and Masteller, Moler & Reed <br />Inc. to Implement Various Phases of the Resolution Agreement between the Florida <br />Depaitsnent of Environmental Protection (FDEP) and Indian River County for the <br />North Reverse Osmosis Water Plant <br />Rackground• <br />On June 4, 2002 the Board of County Commissioners entered into a `Resolution Agreement' with the <br />Florida Depai tment of Environmental Protection for the North Reverse Osmosis Water Treatment Plant <br />(WTP) to manage RO byproduct (aka demineralized concentrate or brine). <br />In the process of treating our drinking water, water that is a byproduct of treatment, is rejected in the <br />form of `brine', a salty concentrate left over from the treatment process. This `brine' has been, for a <br />number of years, discharged into the Indian River Lagoon. With the County and State's goals of restoring <br />and protecting the Indian River Lagoon, the County and the State Depai tuuent of Environmental <br />Protection (FDEP), have developed a partnership that works towards the elimination of these direct <br />discharges of brine into the Lagoon. This partnership along with goals & objectives is outlined in the <br />Resolution Agreement that was approved by the Board of County Commissioners. <br />Analysis• <br />The Resolution Agreement approved by the Board of County Commissioners on June 4, 2002 contains <br />several milestone dates that must be demonstrated with associated penalties in the event that these <br />milestones are not met. The Resolution Agreement has several Phases and subtasks, Phase A through F. <br />The attached Gantt chart shows the associated timeline for each phase.
