Baird <br />County Administrator <br />DIVISION 7 D C• URRENCE: <br />ASAA <br />Vincent Burke, P.E. <br />Director of Utility Services <br />FROM: Arjuna Weragoda, P.E. �w <br />Capital Projects Manager <br />DATE: January 6, 2014 <br />RE: <br />Community Development Block Grant (CDBG) Neighborhood Revitalization <br />Project — West Wabasso Sewer and Drainage Improvements Phase 1— Proposed <br />Amendment to Reduce the Number of Hook-ups and Related Beneficiaries <br />Estimated at the Time of Application <br />It is requested that the following information be given formal consideration by the Board of <br />County Commissioners at its regular meeting of January 14, 2014. <br />BACKGROUND <br />The Community Development Block Grant (CDBG) program is one source of funding for <br />infrastructure projects in low income neighborhoods. The program is federally funded, state <br />administered and competitive with a maximum grant amount of $750,000.00. The program is <br />designed primarily to benefit low -to -moderate income households as defined by the United States <br />Department of Housing and Urban Development (HUD). <br />As structured, the CDBG program provides an opportunity for eligible cities and counties to <br />compete for funds to improve local housing, streets, utilities, and public facilities that benefit <br />primarily low -to -moderate income households. These funds are available in several regular <br />categories: housing rehabilitation, neighborhood revitalization, and commercial revitalization. <br />Neighborhood grants must benefit service areas of at least 51% low -to -moderate income, and <br />preferably higher than 70%to achieve competitive scores.
