Community Redevelopment Area and must benefit an area of 51% low -to -moderate income. <br />Housing grants must benefit 100% low -to -moderate income households. A separate category <br />u nder Economic Development provides infrastructure for business expansion or new businesses <br />that will create new jobs. Economic Development grants can fund highway, traffic, water, sewer, <br />gas, fiber, rail and other public improvements. Economic Development CDBG grants can be as high <br />as $1.5 million in grant based upon a limit of $35,000 of grant per new job created. Fifty one <br />percent (51%) of positions created must be available to persons of low -to -moderate income prior <br />to taking the new position. These low -to -moderate income positions must require more than a <br />high school diploma or equivalent and on the job training. The County may have one regular <br />category grant open at a time. The County may also have an Economic Development grant open <br />e ach year as long as all CDBG grants are on time. <br />Guardian CRM, Inc , the County's Community Development Block Grant consultant for the Gifford <br />Fire Station Neighborhood CDBG project offered to assist with assembling a 2011 CDBG <br />application. That assistance included calculating the expected application score for each of the <br />potential CDBG funded projects. The results of the consultant s analysis were reviewed with the <br />Community Advisory Task Force (CATF) before the Board of County Commissioners (BOCC) during <br />the 2nd Public Hearing. <br />County staff, the CATF and the BOCC considered these options for the CDBG application cycle that <br />closed on August 15, 2011. The CATF and Board of County Commissioners agreed to seek <br />application for the neighborhood revitalization category. This category is primarily for potable <br />water and sanitary sewer installation or replacement (including hook-ups), street paving, and <br />drainage improvements in low and moderate income neighborhoods. -This is a very competitive <br />grant category. The selected CDBG Project was the West Wabasso Sewer Expansion and Drainage <br />Improvements CDBG - Phase 1. The CDBG application was made and awarded to the County by <br />the State of Florida Department of Economic Opportunity (FDEO). <br />D ESCRIPTION AND CONDITIONS <br />N eighborhood Revitalization Program — West Wabasso Sewer and Drainage Phase 1 <br />As part of the overall West Wabasso Sewer Improvements Plan Phase I project, CDBG funds were <br />u sed for improvements associated with sanitary sewer and flood and drainage. Problems with <br />antiquated on-site septic systems formed the need for sewer mains. A canal that drains the area <br />n eeded dredging to improve drainage and lessen flooding Based on discussions with staff and <br />G uardian, the grant funds were used for sewer mains as well as drainage improvements while the <br />County funded hook-ups with other SHIP/local funds. These funds were used for points as <br />leverage. The County avoided overly complicated CDBG qualification requirements for hook-ups <br />with this approach. The county also funded the preparations of plans and specifications to submit <br />with the application for points.
