County staff feels that all methods of soliciting participation in the hook-up program <br />have been exhausted. The one change suggested involves reducing the number of hook-ups and beneficiaries <br />as shown below: <br />The County will lose 25 points on the original application, but it appears that the revised score would still be <br />fundable and allow the grant to close. There may be penalties on the County's next grant application due to the <br />reduction in hook-up accomplishments. With maximum effort having been made to attract participants in the <br />hook-up program staff is advising that BCC approve the proposed modification No 3 for FDEO consideration <br />and approval so that Phase I can be closed -out. <br />ALTERNATIVES <br />With respect to the proposed amendment, the Board of County Commissioners has two alternatives: <br />1. To approve the amendment as proposed so that the grant may be closed and Phase 2 work can <br />begin or <br />2. To table the amendment and seek additional hook-ups; staff feels that all possible methods of <br />getting participation have been exhausted including going door-to-door. <br />A new incentive program would likely be needed in order to change any participation; primarily <br />owners of rental properties make up those that did not hook-up this would preclude the County <br />from moving forward with Phase 2 work since this grant must be closed in order to apply for another <br />CDBG grant. <br />Staff supports alternative 1 such that phase 2 can move forward.
