• <br />• <br />• <br />Indian River County 1 Impact Fee Update Study <br />In addition to looking at local data, a review of recently bid projects located throughout the <br />state of Florida was conducted. As shown in Table C-15, a total of 52 projects (including the <br />three projects in Indian River County) from 26 different counties estimated a weighted <br />average cost per lane mile of $2.44 million per lane mile. <br />Due to the lower construction costs observed between local county roads and statewide <br />county improvements, and the small sample size of local state road improvements, the <br />e stimated state road construction cost was adjusted downward to provide a conservative <br />e stimate for use in the impact fee calculation. This adjustment was based on the ratio of <br />local county roadway improvements to statewide county:roadway improvements, which, as <br />previously mentioned, is 83 percent. Therefore, thesweighte average construction cost per <br />lane mile for all state road improvements (Including local and statewide data) was adjusted <br />by 83 percent. This factor was determined through a review of the CEI -to -construction cost <br />ratios for county road unit costs in previously completed impact fee studies throughout <br />Florida. For county roadways, the CEI factors ranged from 4 percent to 14 percent, with a <br />weighted average of 9 percent.
