CODE ENFORCEMENT BOARD PROCEDURES <br />Deputy County Attorney Bill DeBraal gave an overview of the Code Enforcement <br />Board's procedures relative to the assessment of fines, and the recording and subsequent <br />satisfaction of liens against a violator. He asked the Board to clarify the authority of the Code <br />Enforcement Board by approving the proposed Resolution authorizing the Code Enforcement <br />Board to reduce a fine and satisfy a lien upon payment of the fine, and authorizing the <br />Community Development Director or his designee to sign off on a lien satisfaction, in place of <br />the Chairman of the Code Enforcement Board, <br />ON MOTION by Commissioner Davis, SECONDED by <br />Commissioner Flescher, the Board unanimously approved <br />Resolution 2011402, delegating certain authority to the <br />Code Enforcement Board and the Community <br />Development Director to reduce, compromise, satisfy and <br />release Code Enforcement Board Liens. <br />AGREEMENT AND PERMIT FOR USE OF PUBLIC RIGHT-OF-WAY <br />CITY OF VERO BEACH <br />Deputy County Attorney Bill DeBraal explained that the proposed agreement with the <br />City of Vero Beach would allow the GoLme Indian River Transit System to install bus shelters <br />on City rights-of-way without having to come before the City Council or County Commission. <br />He reported that two shelter locations have already been identified within the City limits - one <br />adjacent to Michael Field and the other in front of the Publix Supermarket on Miracle Mile. He <br />thereafter presented staff's recommendation for the Board to approve the blanket agreement and <br />permit for use of public right-of-way within the City of Vero Beach, <br />November 8, 2011 14 8K 14 I PG 654 <br />
